I was working on this today because of a different issue and I discovered that the TV works much better (response to commands) If I use a NEC1 protocol command set learned from the original remote. It should be noted that it also responds to a Sony TV 0000 command set. In doing this, I lost the PIP Swap command (which is not on the original remote, but in the Sony command set). I am trying to figure a way to get it back, and when I get it all cleaned up, I will post the new command set for the TV.

So this TV responds to both the Sony codeset and an NEC1 codeset? That's interesting. If you're willing to compile the data, I'd like to see complete upgrades using each codeset, showing what functions are missing from each (if any).

This is the NEC version. The other one is internal Sony 0000 unmodified.
NEC works better, but does not have a working PIP Swap, which was not on the original remote. PIP Swap from Sony works.

If 0000 works somewhat you may find 1100 to work better if it is in your remote as it is a Sony combo. Did you look at there remote area at Westinghouse for what codes the say to operate the tv.
Virtually no OFA remotes listed there, but 0000 is the primary code for the RS and other JP1 based remotes. When I originally set it up, I tried 0000 first, it operated the TV, and went no further.
The one I built above works well, and I did the PIP Swap as a keymove from the Sony and it worked. I still have some cleanup to do on the remote.

Just FYI, it's possible that your TV supports additional functions from each code set other than the ones you learned for NEC or are built into the Sony set, but to find them would require testing unknown EFCs and that can sometimes be dangerous with TV sets.
Having said that, I think it should be safe for you to try some of the additional Sony TV codes found here, if you're so inclined:
