TV/1250 is NOT in the devices list in that .ir file.
I saw the BMP file of the screen shot where you added it and that looks right. I assumed you pressed the OK button there (though I can't see that in a BMP). But whatever sequence you did failed to get TV/1250 included in the eeprom image that you used.
I hope you understand that every upload to the remote replaces all previous uploads. You can work incrementally by adding things one at a time in IR as long as you are adding them to the eeprom image (preferably from a saved .ir file) containing everything that you did before and want to keep.

BTW, why is this a 1K eeprom image? (this might be a question for Rob)
I thought this 6131 was modified by Rob. I didn't think Rob uses 1K eeproms. Does the remote really have a 1K eeprom? Or is something messed up in your RDF file? (or is something messed up in my RDF file? I don't do much with 6131's).

So the 1K one without TV/1250 was a recreation (maybe with the wrong RDF) of what you think you did when you tested?
The 2K one with TV/1250 was what?
I don't like recreations of the .ir you think you tested. I want the actual .ir you tested. If you didn't save that, then redo the the test (with the 6131 and the TV) with the .ir that you did save.

john..I'm not sure I understand you. This latest .ir I sent you is the one I uploaded and tested on the remote (with the tv/1250). I supposedly have the latest rdfs but if Robman know's more....I am using what I downloaded from here

Anyway, I see nothing wrong with the second, leaving us with
1) Maybe some other expert will spot an error I don't see.
2) Are there any other commands in 128.4 that you think your model of TV might support, even if you aren't interested in their purpose. If you got any of the 128.4 commands to work, that would confirm you have the basic process right.
3) Maybe Jon (the major expert on such things) can shed some light on the credibility of whatever claims you have found that these commands are included in your model.

I looked at your second IR file using IR.exe and the keymoves appear differently on my screen than how they appear on yours, which means you are either using an older copy of IR.exe (ie, pre version 6.00) or you have an out of date RDF.
The URC-6131 uses a different format for keymoves than other remotes. The way you have your keymoves formatted, the hex codes $C1 and $41 are treated as keycodes rather than true data.
If you look at the image below, I have programmed the keymoves (to the shifted thumbs buttons) formatted correctly.

With everyones help, I figured it out. I went to RobMan's tool direc http://www.hifi-remote.com/files/tools/ and downloaded the 1.17 RDFs. I was using the 1.18a and I could get the HEX codes to come up right (as mentioned by RobMan in his previous post). Once I switched to the 1.17 RDFs everything worked like a charm. I have ALL of the discrete codes for my panny working (see earlier in the post). You will need IRTool.exe and Decoder_IR to get the EBC codes but thats all. Follow johnfines and RobMans instructions (in this thread) and everything should work.
