All the Atlas remotes that we know about are JP1 programmable, but UEI is always changing things and they do have a new type of remote that they like to use for cable companies that is not JP1 programmable.
If you would like to know conclusively whether your remote is programmable or not, you could send it to me and I'll hook it up and see if I can program it. If it turns out to be one of the new "flash" remotes, then you're outta luck, but if it's a regular JP1 remote, it means there's a problem of some sort on your end. At least you'll know where to look.
