That table in IR is just a UI convenience feature that lets you select a setup code faster than the direct method of selecting a device type and typing in a setup code number.
The most likely setup codes someone might use for KeyMoves are the setup codes currently assigned to device keys in his configuration. So IR gives you a quick select for certain setup code for a new keymove.
But, all that matters to the KeyMove is which setup code (type and number) you select. It doesn't matter to the final result whether you selected it from that table of suggested setup codes or whether you typed in some other available setup code.
