I think I know most of the 'owners' of the JP1 tools I use now but it has taken a long time for me to figure out. Is there any mileage in having a 'sticky' which gives the details of the single owner/developer/custodian/caretaker/point of contact for each of the tools ? And maybe the location of the last official release ?

The current official release should be the item in the Tools folder.
I don't know that the general public really needs to know who wrote, or looks after, each program because if they have a problem they'll just post something saying that they have a problem and then someone will respond. The response could come from the owner but it could just as likely come from one of the many experts.
