I'm changing my receiver to a Pio VSX-23. Is the "pioneer-elite-vsx-01txh.txt" the best/closest fit for the upgrade?

Well, it is a Pioneer 4DEV protocol, so that's good.
Here's a link to Pioneer device and function codes Pioneer site
You'll see that the VSX-23 uses devices 170 and 175 (AA and AF in hexadecimal notation). A quick scan suggests to me that we don't have any saved upgrades with those device numbers. But some of the function numbers may be the same, and many of the function names may be the same as your candidate file, so it could save some time.

ETA: Rob is correct (see below post). I opened up the file for Pioneer Monitors, and didn't notice the mistake.

I show the list on the Pioneer site as showing this device as using device codes 165 and 164, which is normal for Pioneer receivers.

I have converted the file on the Pioneer site into a spreadsheet which lists the device codes and OBCs:

Should I assume from the posted list which shows the same codes for each of the 4 HDMI inputs that they are not directly accessable?

On the remote it is a toggle.

Maybe I don't understand you, but the posted codes are not the same.
Code:

Input Device OBC1  OBC2  Hex notation
HDMI1 165      94   202   A55E+A5CA
HDMI2 165      94   203   A55E+A5CB
HDMI3 165      94   204   A55E+A5CC
HDMI4 165      94   205   A55E+A5CD


These Pioneer codes have two commands. Both commmands use 165 as the device, and the first OBC is 94, but the second OBC varies from 202 to 205.
