I want my volume lock on a urc9910 set to "TV", but every time I download an image the setting goes back to unlocked. How do I set this in "IR"?

In IR the function is called VPT (Volume Punch Through) and it is on the General > Other Setting tab.

Set VPT on and VPT device to whatever you want it to be and then set all the devices you want it active on.
