Error Importing Extender HEX

I'm trying to import the URC-9960 2K eprom v2a extender using IR, but keep getting an error 14001, the application has failed to start..

Have also tried with a new blank template

Have configured the folder for RDF's and Externder in IR..tried copying everything to the same folder including IR, same error

If i try and run the extender from the command line, it still gives me an error

am using

IR 704
and have tried extinstall v.20 and extinstall_3 from the File section, with no luck

You need some support libraries for this version of extinstall.
