I have hex codes for Viewsat satellite receiver but need help on how to use them in Omniremote Palm software.
I have the codes from " 0 " to " 9 " plus " enter " but how to use them for others buttons ?

How do I use these hex codes?

I don't understand which way you're trying to convert, to Pronto Hex or from Pronto hex.
To convert to Pronto Hex get a copy of MakeHex from
http://john.fine.home.comcast.net/ir/makehex.zip
Edit the NEC1.irp file (using Windows NotePad or similar program) and change the device line to say
device=32.255
Save the result, then drag/drop that .irp file onto MakeHex.exe, which will produce nec1.hex, which will contain the Pronto Hex strings you want.
Is "OK" in your list the same a the "Enter" for which you posted Pronto Hex? The "Enter" you posted was function number 25. (1 through 9 were function numbers 0 through 8 and '0' was function number 9).
A dense sequential list of button numbers such as you posted is usually just a notational convention rather than the actual codes in the IR sigals, so for example the "11" for vol down might have no meaning. But if OK is the same as Enter, the 25 there is meaningful.

How do I use these hex codes ?
Omniremote is a Palm software that gets hex codes like these posted and transform them in effective IR signal.
I've already done just " 0 " to " 9 " plus " enter ", but I have to make the others buttons functionals. I mean: Using a hex code for "1" and other hex code for " 0 " to make button number 10 and so on... 11 , 12 , 13 , 14 ...
What I need from yours expertises is how to do that.
