at least the version that I have, which says 6960-BG0 in the battery compartment.
When I load some device codes via the remote, it appears that the RDF has the Audio and PVR device swapped.
(the RDF says that Audio is 0x12:13 and PVR is 0x14:15, the raw data read back from the remote says those are switched)
The signature in the remote is OK60OK60 (from the raw data)
IR also reports (incorrectly) that the PVR device is an Audio device and the Audio device is a PVR device. I can figure out how to change the memory map assignments in the RDF but not the device type. Where is that?
Does this also muck with the assignments for the VPT devices and info?
RDF wrong for URC-6960?

More playing around with the remote, setting things via the keypad and then reading/writing to the remote yields some other info.
I've yet to be able to make an upgrade that works just fine in a 6131 work in this remote, although I'm nibbling away at the problem. What I've been able to find so far:
1: the PVR and Audio device fields are clearly not right in the RDF. I've made an updated RDF that allows me to set things "correctly" by switching the PVR and remote EEPROM addresses. It appears to work. How does one get the RDF officially updated? (who owns making these things?)
2: there is something going on in the remote at 0x1D and 0x1F that IR and the RDF don't know about. I haven't yet figured out what the remote is doing with these, but this was the source of my checksums not coming back the same as they were uploaded.
If I do a "new" remote in IR, it loads these addresses with FF. I then upload some stuff into the remote, unplug it, push a button (which resets it) and then read it back and the checksums are different (IR complains) AND these two EEPROM locations have been changed to 0x04 and 0x02 respectively.
A EEPROM read on a 981 reset has the same values in these EEPROM locations.
I haven't finished going through all of the HT setup items and VPT items to see if the flags in the RDF are correct yet. Maybe tonight.
Is there anyone else out there with 6960's that's getting any success with upgrades or am I blazing new trails here?

After a good bit of poking around tonight, I found the following:
CBL $0A:0B 0
TV $0C:0D 1
VCR $0E:0F 2
DVD $10:11 3
PVR $12:13 4
AUD $14:15 5
(The RDF is correct for all but the PVR and AUD, both the EEPROM locations as well as the device type)
VPT Status is bit 2 of $16 but bit 6 is always on as well ($40=off, $44=on)
VPT device is $17
The bits in $18 for individual VPT's are:
0: Cable
1: TV
2: VCR
3: DVD
4: PVR
5: AUD
bits 6 and 7 are always on and when you upload anything else to the remote when it restarts after the JP1 upload, they get set
(The RDF has PVR and AUD mixed up on this as well)
The HT stuff in the RDF is correct
Transport $19
Volume $1A
Channel $1B
Menu $1C
$1D is always $04
$1E is always $FF

URC-6960 RDF not correct?
I just noticed that the description for this forum is also about RDF's. I posted this topic in the General forum a couple of days ago since I was having trouble with the 6960's that I just got. There are issues with this remote and the "stock" RDF.

RDF writing spec?
is there a spec somewhere that talks about how to write an RDF? For example, if there are some bits that always MUST BE set is there a way in the RDF to set them other than to make them into something that IR can change from the UI like the VPT bits?
Figured out last night that what's going on at x1D is the FAV/Scan device, the RDF actually had that in there but I never realized it.
Something clearly is going on at x1F though, haven't figured that out
Don't know if something is going on at x1E
I'd be happy to post an updated RDF with what I've found when I'm done, right now I'm just using another one with a different signature in it so that I can bounce back and forth.
