the box and instructions under the Browse textBox and button aren't too clear to me

It's a file section. It's a replacement for the Yahoo file section. I'm not sure what else I can say about it.

I think the URL is used for retrieving the contents of the file from somewhere on the www, instead of uploading from your PC.

Sorry, your original question wasn't very clear. Normally, when you load a file, you're loading it from your harddrive, so you should use the BROWSE button to locate the file in question.

The "File URL" button allows you to add links to files that are actually stored elsewhere, it doesn't appear to actually copy the file.

By way of a temporary example, I just added a link to a user manual on the OFA web site:

http://www.hifi-remote.com/forums/dload.php?action=file&file_id=1564
