It's very simple, many arcade games from the 2000s were equipped with Toshiba brand projectors monitor CRT. And you need this remote control to adjust the convergences and in my case the alignment between the 2 screens that are one in the game. An example of use in this video: https://youtu.be/xi3L42YahMA
