According to my IR tester, the Roku remote included with my Hisense TV uses a Goldstar code set. The tester also reports that its OBC hex codes are all < 80 and it reserves the high bit for a sustained key press.
On the UEI C4000 (for Spectrum), TV# 12183 uses the same code set so I decided to mine it for missing key functions.*
For those keys that I have OBC hex codes for, I have a map/algorithm to convert IR hex to an EFC. It works for every device that uses 6122 & 6122A formatting (so far).
FFwd had a different key** than my OEM remote, but I just loaded the correct one on top of it.

I have two OBC hex codes which are acknowledged but have no obvious effect on the TV:
IR hex 71 = EFC 00137 &
IR hex 7F = EFC 00010
And I have found no EFC for the antenna input by itself.
*TV# 11756 works for most Roku functions, but being a Vizio? code set, without OBC hex samples, it is harder ferret out missing EFCs.
**It [EFC 00038] had the unexpected effect of turning the audio & video off on antenna channels until a channel up or down was performed. The TV remained on, otherwise.

Actually, your Hisense Roku tv responds to two completely different IR code sets, the Goldstar matches the Hisense IR remote, but it also responds to UEI code 10463 which originally used by Admiral, Dynex and Sansui tv's.
Hisense & Sharp are the only Roku TV brands to use the Goldstar code set. All other use Admiral code set, and they include Tcl, Insignia, jvc, Philips, InFocus, Onn, Westinghouse, Magnavox, Element, Rca, Hitachi, Haier, and Sanyo Roku tv brands. So, a Hisense Rok tv IR remote wouldn't work on any of the above Roku tv brands, but all the above Roku tv remotes would work on your Hisense Roku tv.
Test all codes listed under Dynex in your C4000 Spectrum remote, it's the only code set Dynex ever used, unlike Best Buy's other house brand Insignia, which has used many code sets over the years. Then test efc's.

For 12049, all keys worked except Pause & FFwd (just like Goldstar #12183).
Last = Replay.
Pause = Replay2.
Pause can be copied from Play, but I need the correct IR hex or EFC for FFwd.
Do you have a working copy of the remote and an IR detector?

Yes, I always suggest code 14398/4398 for Roku tv first, it has the most efc available for Roku tv's.
Newer remotes have new Roku tv code that only works on Hisense and Sharp Roku tv's, that code is 14740/4740.

My Spectrum universal did not accept 14740.MaskedMan wrote:Yes, I always suggest code 14398/4398 for Roku tv first, it has the most efc available for Roku tv's.

More for Hisense/Goldstar, #12183,
00137 Power On (only)
(That was the unresponsive OBC hex 71 that I mentioned in an earlier post.)

Think about upgrading your remote, the Onn 6 is pretty cheap and has both 4398 & 4740 on board:
