The RM program is for updating and creating device upgrades (RMDU files). The reason that U5 file is a txt file is because it was created by an older program but it can still be edited using RM, as you found.

The RMIR program is for programming remotes, so this is the program that you use to download from, or upload to, your remote.

If you go to the Devices tab in RMIR, you can add upgrades to your remote, or edit upgrades that are already in your remote. When you add or edit an upgrade, RMIR will open an instance of RM which will let you add or edit an upgrade and save it as part of your remote's profile.

I know there's a language barrier, but the wiki page that I posted earlier attempts to explain all of this.
