12. If you have a OARUSB04G (or similar) remote, have you tried simpleset.com? n/a

My (old) learning remote can't decipher the signals from the original remote.
The one thing I have been able to find is that the (non-JP1) RCA remote RCRN04GR works OK when with programmed with the code 12746. Of course, the Atlas remote does not recognize five-digit codes, and it does not recognize "2746". (The 1 is supposed to be just an identifier for "TV".) If anyone can tell what "12746" is, I would appreciate.

Is your old learning remote a JP1 remote? If so, when you say it can't decipher the signals, do you mean it can't capture them (ie, the learning remote doesn't work when you try it on your TV), or are you saying that RMIR doesn't give you the protocol information?

If your old learning remote IS a JP1 remote and it IS able to capture the signals, regardless of whether they get displayed in RMIR, you should post your RMIR file for us to look at.

Thank you. I will have to try those codes and file. It will take a while, but I will report back.

When I mentioned that my old (Kamelion) remote could not decipher the signals, I meant that, when I tried to capture any signal from the OEM remote, the Kamelion would respond with a long blink, instead of the two short blinks which would indicate a successful capture.

Just to rule out the obvious, did you try the standard RCA TV codes first (ie, like TV/0047)?

Regarding the learning not working, it's very rare for an OFA remote to not be able to capture a signal, so if you're willing, we could dig into that a bit deeper. First off, make sure that you have good batteries in both remotes. Next, always leave a second or so between when you put the Kameleon into learn more and when you start pressing the RCA remote button.

There are various things you can try to try to get the process to work. First, try having the remotes pretty close together, and if that doesn't work, move them an inch further apart, then repeat. Some remotes work better almost touching each other, some work better 4 or 5 inches apart. Next, look at where the IR LEDs are in each remote, some remotes are much thicker than others, so when they're both lying on a table, the LEDs might not be properly lined up, and if that's the case, try and raise the lower one so that it does line up, by lying it on some papers or something.

Normally you should press the RCA remote button until the Kameleon indicates the learn is complete, but if that isn't working, try short presses of the RCA button. If you can get just one button to capture properly, and you get a good signal capture, that will tell us the protocol and device code that you need and that in turn will almost certainly tell us which upgrade file to give to you.

It's also possible that your learning memory is full. Do a full reset to clear it out and try again.

I probably wasn't clear enough. The OP says that a UEI remote controls the TV using 12746, where as usual the leading "1" implies a TV code. Unless I made a mistake in preparing the upgrade, the RMDU file I provided should also control the TV.

3FG, the upgrade you made is indeed an exact match of 12746, no mistake. So there is a 100% chance it will work.

If the upgrade that 3FG created for you isn't the right one for your TV, please be sure to create a new upgrade for it now that you've got the learning situation sorted out.

The 3FG file worked fine, it was only missing a few buttons. See the list below for all of the buttons learned from the original remote (list presented as comma-separated variables).

The instructions for the colored buttons (red, green, yellow blue) state that they are not used for this particular model of TV.

I tried to make an new RMDU file, but the system renames the buttons to what is available on the JP1 remote. (Yes: I need to reread the fine manual for JP1.) I wanted to preserve the names of the buttons on the original remote, hence the list below.

Not sure what's not working for you, but here are the codes that you posted transformed into an RMDU file. I have mapped all the obvious buttons to their equivalent on the Atlas, and then mapped all the remaining buttons to semi-random buttons on the Atlas, so feed free to re-configure.
