I am a long time JP1 user. We recently purchased 2 bidet seats (Clean sense 1500R), which are IR controlled.

However, when I used my ancient URC8011 (without extender) to try to learn the signal, nothing is learned. I meant, nothing is recorded, the learned memory remains empty.

I tried to learn from my TV remote, and it still works, so the URC8011 is still OK.

Any idea what IR signal is used? Using my cell phone camera, I noticed the IR signal is just one burst at the press of the button, holding the button did not make the signal longer.

did u typo the model number, or do you really have a URC-8011? Because if it's really an 8011, that model doesn't have learning. It has the same processor as the larger URC-8811, which does have learning, so it will let you go through the motions of learning but there's no circuitry to actually capture anything, as you've found.

Sorry,
It is a 8811. I was wrong there.

And the learning is working, as I checked by learning a couple of Samsung TV remote keys.

The funny thing is, the 8811 seems to ignore the IR signal from the bidet remote. There is nothing recorded. learned memory is empty. Like the IR frequency is out of range or something. It is not that I really need to use the 8811 to control the bidet. just curious why nothing is recorded at all.

Here's what I would recommend, use your camera to verify exactly where the IR signal is coming from with the Bidet remote, then make sure that when you line it up with the URC-8811 to do the learning operation that the two IR LEDs can "see" each other. 2 or 3 inches apart should be idea.

Given that the Bidet only appears to give one short burst, make sure that you press the learning button on the URC-8811 first, then wait a second, then press the Bidet button.

If that still doesn't work, try moving the URC-8811 to try and see if there is a "sweet spot" where it can capture the Bidet signal, you can also try varying the separation distance, try as close as 1 inch or as far apart as 6 inches. (Those are just wild guess distances, try everything to see whatever works)
