9. Partially working setup code? Yes
10. Learning remote question? Yes
11. Have you tried the JP1 Lookup Tool? Yes

According to the manual this remote is manufactured by TARGA gmbH. On this website we only talk about remotes manufactured by UEI (Universal Electronics Incorporated. )

One of the special features of UEI remotes is the keymover function that lets you add functions that were not included in the universal remote's built in functions. These functions are used in the LG hack.

Co-incidentally I have this remote and an LG42LD450 (which I think uses the same codes). I don't primarily use this remote for this TV but I think it mainly has all the basic functions built-in. If you have tried all the inbuilt setup codes for the remote I think you have exhausted your options as I don't know how to get the remote to generate a signal from a code not already in its library (unless it is learned from another remote).

If entering the service menu or otherwise tinkering with your device is important to you (you may wish to enable USB video playback or something) then I would suggest you read the posts/stickies here and get yourself a JP1/JP2 or whatever supported remote, find codes from an AV forum specific to your TV (I think OBC255/EFC00018 might be a service code for this device and I know I've seen a list of others such as discrete codes). You can then either set the JP1 remote to an LG setup code and use the KeyMagic feature to send various EFCs or get a cable and program it to your liking with the software and help available from this forum. Not all that expensive, quite fun and you get to create a remote the way you like it. If you still prefer to use your SilverCrest remote you can, of course, learn signals from the JP1 remote to it.

I use 0458 code for my LG tv.
I cannot spend a lot of money just for that because I'm from Romania and the shipping+taxes are too high.
I'll try to learn the Silvercrest with another remote or with custom remote.
