Perhaps you are doing a step incorrectly? Click on Advanced and then the Video button in the Setup wizard. Click on Device/STB Tab. Select any Device Category like Cable. Select Manufacturer. Click on Test to check ChannelUp. Click on IR-Learning Tab. You should be able to Learn, Test, Clear, Load, Save your bin files.

I managed to run some remote control codes of VU + ULTIMO with PHILIPS universal remote. The codes recognize me are the numbers (0 to 9), channel up, channel down, right, left, up, down and keys green and red.

I do not know the issue you mention. I've downloaded the file (*.RMDU) and I have Convert to the format *. BIN and not working properly
I do not know if the file I put above (*LRN), and known keys can get unknown keys ...
It looks like Learning is working on your Vulkano and your Philips universal remote is generating two different types of IR code(MCE and Nokia) depending on the button pressed.
Are you also saying that some Philips remote control buttons can control the VU+ Ultimo?
The VU+ Ultimo.RMDU file shows protocol 012A:2 MCE 16.82 FixedData=A9 32 95 55 66 59 56 55 and for CH+ has hex=20 and matches keycode 04. keycode 0A hex=2 matches number 2 in rmdu file. keycode 0B hex=3 matches number 3 in rmdu file.

I don't think you can use a LRN file to control the VU+ Ultimo as the protocol uses a Toggle bit(T=0 or T=1). The learn code would be T=0 or T=1 but the device would work the first time and not the second time as the device is expecting the T value to alternate(T=0,T=1,T=0,T=1).
I don't know why the VU+ Ultimo.rmdu file with AXUM remote selected doesn't work. You may want to review your steps on how you are generating and using the AXUM bin file. Try using a RMDU file that can control another device of yours(like a TV).
Perhaps someone more knowledgeable on the MCE and Nokia protocols can comment on the the learned data(does UEI remotes have trouble learning these protocols?) and the Fixed Data values(do they encode the mode=2?) in the RMDU file.

File LRN is to control the VU + ULTIMO from Vulkano. Vulkano a hardware like Slingbox and LRN file needs to work properly.
