Okay, only difference I am seeing is that SelectiveSuspendEnabled is a REG_BINARY in my Registry and a REG_DWORD in the above, but they're both set to 0. That said, it's the only difference, so let's match it up and see what happens...
...yep, no love. Not surprised, but worth a shot.

Okay! Now we're getting somewhere. I am finding though that I have to initiate the download with RMIR the SECOND it connects, and then it's good for the rest of the session, but if I connect it and let it hang out for more than five seconds, I get No Remotes Found. Kinda like jump-starting a car ...

Replying because I have the same problem with my XSight Color. I got to the EPM screen and it says it disabled it, and indeed, when I wake the remote from the screen sleeping it does claim to be connected to usb (I was getting the 10-second drop before), but RMIR still gives me a No Remotes Found ...

So. If I ...

To use JP1 with an old JP1 remote, like the URC-6131, you need an FTDI cable, like the one you had ordered on Amazon or like this one which is $8.69 on eBay, and a JP1 adapter which is currently $17.99 (they were $9.99 last time I ordered one).
So you do need one of those adapters, gotcha. Sounds ...
