There may be other issues, but RM/RMIR requires Java 6 (a.k.a 1.6.?) or later. Upgrade your JRE, re-run setup.vbs and try again.

OOPS! What you just said is that I can't run it on this machine.
According to the Java site, the last version supported on Win98 is version 5.
